Nomination certificate limits
Immigration, Refugees and Citizenship Canada (IRCC) sets the limits for nomination certificates. The AAIP issued 10,029 nomination certificates in 2023, which includes 279 nomination certificates issued under a federally authorized administrative buffer for Express Entry nomination certificates. AAIP’s 2024 allocation has not yet been confirmed. Notional increases to more than 10,000 nomination allocations per year are expected in 2024 and 2025. Additional information about the 2024 allocation and the projected split between Express Entry and non-Express Entry pathways will be provided when available.

Canada issues 975 Express Entry Invitations to apply for transport occupations.
Canada issued 975 Invitations to Apply (ITAs) for the Transport professions category in another targeted Express Entry draw.
The minimum Comprehensive Ranking System (CRS) score for the March 13 draw was 430 points, 5 points lower than the previous Transport Occupations draw on December 20, 2023, which had a minimum CRS score of 435 points.
The most recent draw, which included all programmes, took place on March 12, 2024. It issued 2,850 ITAs, with a minimum CRS of 525.

Manitoba’s first PNP draw in February invited 282 PR candidates.
This was a promising start for those hoping to call Manitoba home, demonstrating the province’s dedication to drawing in skilled workers and foreign graduates.
The Manitoba Provincial Nominee Program (MPNP) began its first draw on February 8th. There were a total of 282 invitations to apply for permanent residency.
Summary of the Draw:

- Invitations: 151
- MPNP Cutoff Score: 619
The draw took into account profiles that included a close relative in Manitoba, highlighting the importance of family ties in the selection process.
2. International Education Stream:
- Number of Invitations: 83
Invitations were sent to candidates who fulfilled the International Education Stream (IES) qualifying requirements, demonstrating Manitoba’s dedication to keeping international graduates from approved universities.
3. Skilled Worker Overseas:
- Letters of Advice to Apply issued: 48
- Ranking score of lowest-ranked candidate invited: 713
This stream was made up of profiles that were especially invited under the MPNP Strategic Recruitment Initiative, highlighting the province’s focused strategy to address particular skill shortages.

New British Columbia PNP Draw: Issues At Least 214 Invitations
In targeted rounds of invitations, the most recent British Columbia PNP draw on February 6 sent out over 213 invitations to apply (ITAs) for permanent residency (PR).
In a general BC PNP draw, 102 invites were issued under the Express Entry and BC PNP Skills Immigration streams.
Moreover, only 26 applicants with experience in 25 construction-related occupations were invited for British Columbia’s new category-based draw, which was introduced in late 2023.
Additionally, 39 profiles created with experience in 39 healthcare-related occupations received invitations to apply for permanent residency.
Finally, 46 invites have been sent to profiles that have experience as early childhood educators’ assistants or instructors (NOC 42202).
With the exception of the Entry Level and Semi-Skilled streams, the cutoff score for all of these draws rises by two points in comparison to the previous round of invites on January 23, 2023.
